This course will cover due diligence for procurement and takeover of HV installations and the application of IWEA Best Practice Guidelines for Windfarm Electrical Operation & Electrical Switching and SR EN 61936 and compliance with SI 299 with respect to Safe Places of Work and Safe Plant and Equipment.

The course covers the legal requirements for owners and managers of HV installations with respect to ensuring that the HV asset they own/operate are safe.

Duties of Owners/Operators under.

  • Safety, Health And Welfare At Work Act 2005 (Number 10 Of 2005).
  • Safety, Health And Welfare At Work (General Application) Regulations 2007 (S.I. 299 Of 2007). (As Amended)
  • Safety, Health And Welfare At Work (Construction) Regulations 2013.

Familiarisation with NSAI publication Standard Recommendation S.R. 61936-1:2019 Guidelines on the application of I.S. EN 61936-1:2010&A1:2014, replacing ETCI publication ET 103 National Rules for Electrical Installations exceeding 1kV a.c. and the requirements for testing and Completion Certification.

The course will also cover installation readiness to implement the principles and procedures required by I.S EN 50110-1:2013 – Operation of Electrical Installations.

Course Objectives

Participants will gain a detailed appreciation of the requirements of NSAI Standard Recommendation, 61936-1:2019 with a view to ensuring, during the due diligence process, the requirements have been applied to HV installations which are being procured or taken under management.

Provide an appreciation of the legal requirements placed on owners and operators to ensure HV electrical plant and equipment which they are taking ownership/control of is safe and the place of work is safe.

Provide knowledge and training to enable delegates to review and check that installations which they are involved in taking ownership/control of have been constructed and tested in accordance with applicable standards.

Provide an understanding of documentation that should accompany a HV electrical installation that is being taken under ownership/management.

Who should attend

Asset Owners, Asset Managers, Windfarm Managers and others involved in the procurement, operation and maintenance of HV installations.

Engineers and Technicians involved in the procurement of HV installations to gain a practical understanding of HV systems.

Owners Engineers or Client representatives tasked with ensuring newly constructed HV installations are tested and certified to 

standard and are supplied with appropriate information for the safe operation and maintenance of the installation.

Safety professionals working in the renewable industry and supporting those with Contractor, PSCS/PC(NI), PSDP/PD(NI) and  Client duties and the development of project safety files and documentation.

Course Content

Learning Outcomes

  • Advise owners and asset managers on their legal duties with respect to the safety of HV electrical installations and places of work.
  • Advise owners and asset managers on the certification required to be provided with HV installations or the testing and inspections required to achieve certification.
  • Interrogate data rooms for documents and information relevant to the verification, testing, certification and maintenance of HV electrical installations.
  • Partake in asset walkdowns and inspections of assets that are being procured and input to procurement recommendation reports.
  • Represent owners / asset managers at performance verification tests.
  • Input into due diligence requests for information.
  • Input to scopes of work for new HV installations and for extensions, maintenance and upgrades of existing HV installations.
  • Review Safety Files provided with assets that include HV installations to ensure adequate information is included to allow the safe operation and maintenance of  the HV plant and equipment.
  • Contribute to legal compliance gap analyses as applied to HV installations under management.
  • Develop checklist tools to check for compliance with SR 61936-1:2019 and legal compliance.

Course Content

Section 1:

Introduction and course objectives. Delegate requirements and expectations.

Section 2:

Legislation, Standards, Guidance applicable to the HV installations and those who own and operate them. The importance of a due diligence (DD) process to understand what is being procured or taken under management.

Section 3:

Safety, Health and Welfare at Work Act 2005 (Number 10 Of 2005). Applicable sections of the Act and their applicability to the ownership, management and control of HV electrical installations.

Section 4:

Safety, Health and Welfare at Work (General Application) Regulations 2007 (S.I. 299 Of 2007). (As Amended).

Applicable parts and sections of the regulations to HV electrical installations. Compliance gap analyses techniques. Solutions to address identified gaps.

Section 5:

Safety, Health and Welfare at Work (Construction) Regulations 2013. Taking over a new or extended HV installation. The safety file and what it should contain. The Safety File in DD. Updating and maintaining the Safety File.

Section 6:

NSAI Standard Recommendation, 61936-1:2019. Standard of construction. Testing and certification. Verification of 

performance. Documentation and evidence.  New installations. Extended / modified installations.

Section 7:

Maintenance records and maintenance plans. Review of existing records, inspections, audits, plans and reports. Provision of information to asset managers by owners.

Section 8:

The due diligence process. Data rooms. Requests for information. DD site visits and inspections. Consideration of costs to achieve compliance post procurement / take over.

Section 9:

Overview of Operation of Electrical Installations  and introduction to IS EN 50110. Readiness of a HV installation to apply principals and procedures required by the standard. Operability of the plant.

Section 10:

Assessment and feedback.
