Course Overview

The EU Clean energy package sets the energy and climate ambitions for the 2030 horizon, and the regulatory framework to achieve these ambitions.

Two articles of one of the legislative acts have already been identified as being particularly important to wind energy in Ireland.

This half day training course by Cornwall Insight will look at the roll-out of this package across the EU and exploring the impacts of the new legislation on the Irish energy market, particularly wind energy.

Course Objectives

  • Understanding of the overarching EU Governance and renewable targets i.e. the drivers behind the Clean Energy Package (CEP)
  • Understand the Clean Energy Package (CEP) legislation and the potential impacts on the Irish wind industry
  • Identify areas of policy that will need to be amended (i.e. upcoming consultations)
  • Explore potential changes to the regulatory landscape in Ireland

  • EU Governance, the European Green Deal and the Renewable Directive
  • The Clean Energy Package (CEP) legislation explained
  • National Energy and Climate Plans
  • Impact of the CEP on national policy and regulation (explore the SEMC and CRU roadmap)
  • Potential impact of the CEP on the Irish wind industry e.g. priority dispatch, redispatch, permit granting process
  • Identification of areas for further clarification and engagement

Course Trainers

Ruth Young is a Senior Consultant with Cornwall Insight with over 8 years’ experience in the British and Irish energy sector, with expertise in wholesale market design and system services having worked for the Electricity Transmission System Operator (TSO) in both GB and Ireland.

Ruth has considerable experience with EU policy having been involved in compliance and implementation EU legislation, including the Third Energy Package for the British TSO Trading Department and the I-SEM programme for the East West interconnector. Since joining Cornwall Insight, Ruth has worked with a diverse range of clients across Ireland and Great Britain looking to gain insight to the wholesale and retail markets, supporting strategy, commercial agreements and market entry.

Niall Durham is a Senior Consultant with Cornwall Insight with over 10 years’ experience in the Irish Energy and Environment sectors. He has significant experience working with Large Energy Users in Ireland and Great Britain to decarbonise their onsite energy usage through Distributed Energy projects for example Solar and Battery Storage. He has in-depth knowledge on both the design and participation in flexibility programmes such as DS3 that are a key enabler in the decarbonisation of the Irish Energy system.

Ratnottama Sengupta is a Senior Consultant with Cornwall Insight. Her key areas of expertise include policy and regulatory interventions and analysis, market entry strategy and building business models. Some of the significant work she has done are on projects related to Irish market entry, understanding the implications of EU’s Clean Energy Package, Grid Integration of Renewable Energy, creating a framework for Ancillary Services and related markets, building framework for larger balancing areas, building policy and legal frameworks leading to higher deployment of Renewable Energy, specifically solar, building business models for green field on-shore wind projects and market entry strategy for Waste-to-Energy plants. She is an Economist by training and has previous experience with Goldman Sachs, AF Mercados and KPMG.
